Mr. McElhone

asked the Secretary of State for Scotland if he will state his policy on the sale of council houses by local authorities, the Scottish Special Housing Association and new town development corporations.

A circular is being sent to local authorities today requiring them in future to seek my consent, in each individual case, to proposals for the sale of council houses. In considering requests for consent I shall have particular regard to the overall housing situation in the area in question. Sales of houses by the Scottish Special Housing Association have always been subject to individual control and I intend to continue this arrangement. Policy on sales by new towns is under consideration.
