§ Mr. Channonasked the Secretary of State for the Environment when he plans to issue a circular to local authorities 301W about the administration of the rate rebate scheme with particular reference to the operation of Regulation 5(1) of the regulations at the authorities' discretion thereunder.
§ Mr. John SilkinCircular 85/74 (DOE) which was issued on 5th June urges rating authorities to use this power very sparingly and only in exceptional cases where to grant a rebate would be an abuse of public funds. I am sending the hon. Member a copy.
