§ Mr. Denis HowellWater rates are normally levied only in respect of premises connected to mains water supplies. As I told the House on 20th November, my right hon. Friend and the Secretary of State for Wales have decided to give relief amounting to 50 per cent. of the general service charge on domestic premises not connected to public sewers.
