asked the Secretary of State for the Environment if he will revise plans for the construction of motorways in the light of the oil shortage and formulate a national transport policy to provide for more freight to be carried by rail, canal and sea.

No. Government policy is directed towards the development of an integrated transport system in which we shall shift as much as possible from roads to rail and to water. But after making full allowances for this, a continuing national road programme still remains necessary for economic and environmental reasons.
