§ Mr. Anthony RoyleThe agreement is only gradually being put into effect and there are still numerous violations. But prisoners are being released and talks have begun in Paris between the two South Vietnamese parties on the formation of a National Council for Reconciliation and Concord. The implementation of the Vietnam Agreement including the cease-fire provisions is of course a matter for the parties concerned.
