asked the Secretary of State for the Home Department how many Commonwealth immigrants in the past 12 months and in the past 10 years respectively have come to the United Kingdom for a holiday and have subsequently stayed on after the end of the holiday and have remained permanently in the United Kingdom.

Mr. Lane

In 1972, 566,690 Commonwealth citizens were admitted as visitors. Many of them were holidaymakers, but people coming for other purposes, such as businessmen, are included under this heading. 4,158 Commonwealth citizens admitted as visitors were allowed to remain by revocation of their conditions in 1972. Conditions were revoked for such reasons as marriage, dependence, or the fact that exemption from control had been established. Before 1965 conditions were not attached to the admission of Commonwealth citizens. From that year until the end of 1972, 2,854,470 Commonwealth citizens were admitted as visitors and 16,823 were allowed to remain.

Mr. Biggs-Davison

asked the Secretary of State for the Home Department whether he will take steps to require that Commonwealth citizens seeking registration as citizens of the United Kingdom and Colonies should accept a binding obligation of loyalty to the British Constitution.

Mr. Lane

A citizen of a Commonwealth country of which Her Majesty is not Queen is required to take an oath of allegiance on being registered as a citizen of the United Kingdom and Colonies.
