asked the Secretary of State for the Home Department if he will waive all present visa requirements to enable Commonwealth citizens to come to the United Kingdom to train as nurses.

Entry certificates are not obligatory for student nurses but enable them to assure themselves before coming here that they satisfy the requirements for admission.
