asked the Secretary of State for Employment if he will make a statement about his policy over making applications to the National Industrial Relations Court.

Mr. Chichester-Clark:

My right hon. Friend's powers to apply to the National Industrial Relations Court under the Industrial Relations Act are limited to Section 37 (procedure agreements), Section 45 (recognition of sole bargaining agent) and Sections 138 and 141 (emergency procedures). It is the Government's policy that these powers should be used only as a last resort.
