asked the Secretary of State for the Environment if he accepts the view stated in paragraph 4.40 of the Severnside Study that present concepts for major airports involve the provision of four 19,000-ft. runways; and if he will make a statement.

The paragraph concerned was intended by the Central Unit for Environmental Planning as a generalisation of concepts prevailing when the Study was in progress. More recent thinking suggests that the figure of 19,000 ft. is an overstatement.
