asked the Secretary of State for Scotland if he will issue a circular advising education authorities in Scotland to have more than one yearly intake for children commencing their education in primary schools.

No. Most authorities have more than one commencing date and my right hon. Friend's Department's Circular No. 735 of 23rd September, 1969, of which I am sending the hon. Member a copy, sets out the circumstances in which he would be prepared to accept a proposal from an authority for the introduction of a single date.
