Mr. Arthur Lewis

asked the Secretary of State for the Home Department (1) whether he is aware of the obstruction of the public highway and footpaths by ticket touts at Wembley on Saturday, 11th April; why the police did not arrest and charge them for obstruction under the Highways Act, 1959; and whether he will obtain and make available to the Metropolitan Commissioner of Police a report from the Chief Constable in charge of the Bolton Police on that force's method of dealing with the nuisance and annoyance caused by ticket touts;

(2) whether, in view of the risk to public order and obstruction caused by ticket touts outside Wembley Stadium, he will instruct the Commissioner of Police to arrest such people in accordance with the powers under statute to prevent obstruction and public disorder, and to hold them in custody until after the conclusion of the sporting event so that they will he prevented from disposing of the tickets.

The Commissioner of Police of the Metropolis tells me that no complaints were made to the police about ticket touts at the Cup Final on 11th April, and that there was no need to arrest or charge ticket touts for obstruction or for any other offences.
