Mr. Arthur Lewis

asked the Secretary of State for the Home Department why information as to the total arrears for non-paid fines for which the time for payment had expired, in England and Wales, respectively, is not available; and if he will take steps to collect the relevant information for the future.

Mr. Elystan Morgan:

Fines the time for payment of which has expired are not easily distinguishable, because the courts have power, which is frequently exercised, to allow further time; and it would not be right to impose this additional accounting burden on justices' clerks.
