asked the Secretary of State for Scotland if he will introduce legislation to extend to the library service in Scotland the same legislation as in England and Wales; and if he will make a statement.

I recognise the need to consolidate and bring up to date the existing legislation on public libraries in Scotland. In carrying out the necessary review in consultation with local authorities and others, appropriate regard will be paid to the provisions of the equivalent English legislation.
