Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether, in view of the increasing number of unpaid fines, he will seek powers to set up a fine-collecting agency consisting of retired police officers.

Mr. Carlisle

No. My right hon. Friend is not satisfied that the establishment of a special fine-collecting agency would be advantageous.

asked the Secretary of State for the Home Department what is the total amount of fines outstanding at the latest convenient stated date.

Mr. Carlisle

The latest figure available is for 30th June, when the amount outstanding, including sums not yet due for payment, was £5,434,049.

asked the Secretary of State for the Home Department whether he will place in the Library of the House a copy of the information supplied to him by a member of the Metropolitan Police relating to the nonpayment of fines.
