Mr. Arthur Lewis

asked the Minister for the Civil Service if when considering increases in their salaries, he will take into account the fact that some of the persons appointed to statutory boards on a full-time basis, with full-time salaries, who have received several salary increases during the past two or three years, also have other paid employment.

Mr. Shore:

No, this would not be appropriate because the great majority of holders of full-time board appointments do not have outside employment. Those that do have to obtain approval to take outside employment, which is given in appropriate cases only on the basis that any fees received are paid over to the board concerned, unless the fees are small or there are special considerations of public policy.
