Mr. Arthur Lewis

asked the Minister for the Civil Service whether he is aware that in the year 1963–64 there were 412,900 civil servants on a total salary of £636,425 and that since then the num bers have increased to 491,300 in January, 1970 at a cost of £1,031,304 in 1969–70; and to what extent he anticipates these salaries either rising or dropping during 1970–71.

Mr. Shore:

As to the first part of the Question, I would refer my hon. Friend to the detail of my answers to previous Questions from him on 23rd March and 7th April. As to the second part, I anticipate a rise in the total salary bill during 1970–71 as a reflection of increased non-industrial staff numbers and the implementation of pay awards.
