asked the Minister of Housing and Local Government what study he has made of the practice of the purchase of houses through private mortgage systems where no conveyance is made until all instalments are paid.

My right hon. Friend has had this practice examined. It is a simple method of transferring houses which on balance has certain advantages, particularly in a time when there is a shortage of funds to lend for house purchase. But it is important that the terms of a transaction should be clearly stated and adequately recorded.
