Mr. Clifford Williamsasked the Secretary of State for the Home Department what are his proposals for reviewing the methods of treatment of young offenders.
§ Mr. CallaghanI hope to receive in the autumn a report from my Advisory Council on the Penal System of its review of the operation of detention centres. I propose that this review should be followed by a wider review of the methods of treatment of young offenders aged 17 and over, with particular reference to the system of custodial treatment. I understand that this proposal would accord with recommendations likely to be made by the Advisory Council in its forth-528W coming report. Terms of reference and other arrangements for the new review will be announced in due course.
