asked the Secretary of State for Education and Science if he will state the names of the local education authorities in the Northern Region which have applied for grants for their building programme in 1969–70 and 1970–71 and have been refused any building allocation and the reasons for such a refusal.

Miss Bacon

Westmorland and Tynemouth submitted proposals for the 1970–71 major school building programme but none were included. In authorising the building of new schools we have to give priority to areas of increasing population and insofar as resources allow, to those where the replacement of old schools is most urgent.
