asked Her Majesty's Government:

What was the average population in all Prison Service establishments during 1968; and whether they will state how much of any change compared to 1967 was due to the introduction of:

  1. (a) the Suspended sentence;
  2. (b) release on parole.

LORD STONHAM

For establishments in England and Wales the daily average population during 1967 was 35,009; for those in Scotland it was 4,226. The corresponding figures for 1968 were 32,311 and 4,450 respectively. It is not possible at this stage to say how the figures for 1968 were affected by suspended sentences and parole. The provisions of the Criminal Justice Act 1967 about suspended sentences do not apply to Scotland.
