HC Deb 21 April 1969 vol 782 cc27-8W
Mr. Whitaker

asked the Secretary of State for Education and Science what progress has been made in phasing out corporal punishment in schools for handicapped children.

Mr. Edward Short

There has been a steady decline in the use of corporal punishment in schools for handicapped children and the practice is now very rare. As I have stated on various occasions, I am very much against the corporal punishment of handicapped children but I believe that the decision in particular cases must rest with the teachers.
