§ Mr. Edward ShortThere has been a steady decline in the use of corporal punishment in schools for handicapped children and the practice is now very rare. As I have stated on various occasions, I am very much against the corporal punishment of handicapped children but I believe that the decision in particular cases must rest with the teachers.
