§ Mr. Blenkinsopasked the Minister of Housing and Local Government if he will use his powers under Section 65 of the National Parks Act to consult with the National Parks Commission and the Northumberland County Council with a view to making an access order applicable to open country in the area of Padon Hill, Brown Rigg Head, Kelly's Pike and Blackwool Law.
§ Mr. WilleyMy right hon. Friend's powers under Section 65 do not operate unless the National Parks Commission has made representations to him that he should exercise them. It has not done so.
