Mr. Arthur Lewis

asked the Secretary of State for Foreign Affairs, under what legislative authority he is preventing citizens from the German Democratic Republic from entering the United Kingdom, without applying for a travel permit; and on what legal authority he bars such a citizen from entering this country when there is no criminal or other adverse record against the person concerned.

The Aliens Order, 1953 requires a foreigner landing in the United Kingdom to produce on request to the immigration officer either a valid passport or some other document satisfactorily establishing his identity and nationality. As Her Majesty's Government do not recognise the East German regime, passports issued by that regime are not acceptable as travel documents for the purpose of journeys to the United Kingdom.
