asked the Secretary of State for Education and Science what approaches have been made to him for financial help to the Commonwealth Games in Edinburgh, 1970; and what action he proposes to take.

Following discussions last September between representatives of the Edinburgh City Council and myself, the Department of Education and Science and the Scottish Education Department have been following the progross of the plans for the games. I have now been asked that the Sports Council should consider recommending a grant towards the building of a swimming pool, and I understand that a similar application is likely in respect of the proposed stadium.

Figures are given for recurrent grant in terms of pounds per student but these should be interpreted with caution as the cost per student depends on the balance of different types of student and course in each institution. In particular in 1964–65 the Royal College of Science and Technology, Glasgow absorbed the Scottish College of Commerce which provides courses of a non-technical nature. This accounts for the reduction in the cost per student in that year.

Capital expenditure in any particular year is in respect of projects started in a number of years and is not related to student numbers in that year. Figures for capital expenditure in terms of pounds per student would therefore not be meaningful.
