§ Mr. Spriggsasked the Secretary of State for the Home Department to what extent, under his regulations, convicted criminals may complain against police forces; and to what extent, under those regulations, persons convicted of perjury and conspiracy are regarded as suitable to accept complaints from about police forces.
§ Mr. George ThomasSection 49 of the Police Act 1964 requires a chief constable to record and cause to be investigated any complaint by a member of the public against a member of his force. A prisoner may complain, but a letter which was a deliberate and calculated attempt to hold the police up to contempt, or was couched in grossly 303W improper language, would be stopped under the Rules and Standing Orders governing prisoners' correspondence.
