asked the Secretary of State for the Home Department why British Broadcasting Corporation cameras were able to be present and take pictures of convicted criminals being moved under the strictest security precautions from one prison to another.

My right hon. Friend has given no facilities for photographing the movement of prisoners, but he has no control over the taking of pictures outside prison premises.
