94. Mr. Arthur Lewis

asked the Minister of Transport why, in view of the Government's policy on a wages, prices and dividends standstill, she agreed to an increase in the fee for road testing of vehicles; what action she takes to ensure that all vehicles liable to road test by law are in fact tested; and how this operates when the vehicle in question is not, and has not been, road taxed for several years although in daily use on the roads.

I would refer my hon. Friend to the Answer given to the hon. Member for Chelmsford (Mr. St. JohnStevas) on 23rd November.—[Vol. 736, c. 1377.] We shall, of course, have regard, in this matter, to the Government's policy on prices and income.

The renewal of an excise licence is conditional in appropriate cases on the production of an effective test certificate. It is an offence to use a vehicle which is liable for annual test unless an effective test certificate is in force, and the certificate must be produced on demand by the police. A vehicle which is not displaying a current excise licence is more likely to be stopped by the police.
