asked the Secretary of State for the Home Department when agreement is likely to be reached with the Prison Officers' Association on pay claims; whether retrospective pay will become due with effect from 1st January, 1964; and whether he will hasten these negotiations.

It has been accepted by both sides that effective negotiations on the current review of prison officers' pay cannot begin until the results of a number of outstanding claims in respect of other Civil Service grades are available. There are no steps my right hon. Friend can take to accelerate this. Under the terms of the national pay agreement for the Civil Service the increase which results from the review will have retrospective effect from 1st January, 1964.
