asked the Chancellor of the Exchequer whether he will define, where possible in quantitative terms, the principal impediments to achieving a growth rate of 5 per cent. in the United Kingdom.

This question cannot readily be answered within the normal confines of a Parliamentary reply. My right hon. and learned Friend is proposing the setting up of the National Council for Economic Development primarily in order to identify and tackle obstacles to sound economic growth. He announced on 18th December the appointment of Sir Robert Shone as Director-General of the staff of the Council.
