asked the Secretary of State for Scotland if he will initiate discussions with the education authorities in Dumbartonshire, Lanarkshire, Renfrewshire, Glasgow and Fife regarding the provision of positive incentives, including housing, to attract teachers to areas where shortage of staff in the schools is particularly acute.

Staffing in these areas should benefit from the scheme of voluntary restraint in recruitment by the better-staffed education authorities which is now in operation. I should prefer to see the effects of this scheme before asking any authority to consider special incentives, which by their nature generally raise difficulties.
