asked the Lord Privy Seal in what respects the neutral situation in Laos, under the Geneva protocols has been qualified; and if he will make a statement.

When my right hon. Friend said on 23rd November that the neutral situation was itself qualified in certain respects, he was referring to the fact that under the Cease-Fire Agreement the French Government were entitled to retain 5,000 troops in Laos and two military establishments.

The attitude of Her Majesty's Government to the present situation was fully explained by my noble Friend in his statement in Another Place on 19th December and by my right hon. Friend's replies to Questions on the same day.
