47. Mr. Zilliacus

asked the Prime Minister whether he is now prepared to waive the condition laid down in his letters to the Soviet Prime Minister and confirmed in debates and answers to Questions in the House, that any substantial measure of disarmament must be accompanied by political settlements.

The Prime Minister

It is hardly likely that nations would undertake or could achieve far-reaching measures of disarmament without progress on outstanding political issues. These two matters are inter-related, and we have to try to make progress on both.
