§ Mr. Malcolm MacMillanasked the Secretary of State for Scotland whether he will consider framing procedure to facilitate the preliminary work in the creation of smokeless zones in order speed up the clean air programme in Scotland.
§ Mr. MaclayIn 1957 a memorandum of guidance on smoke control was issued to local authorities, which included a recommended procedure to be followed in establishing smoke control areas. The object of the memorandum, of which I am sending the hon. Member a copy, was to enable the local authorities concerned to make good progress with their clean air programmes.
