asked the Secretary of State for Scotland what proposals he has for seeking additional powers to initiate, develop or support measures to mitigate damage caused by stream or river flooding in rural or urban areas of Scotland.

Proposals are under consideration for conferring powers on town and county councils in Scotland to carry out local schemes for the prevention or mitigation of flooding in their areas.
