Mr. Willey

asked the Minister of Agriculture, Fisheries and Food why he has not carried out the recommendation of the Arton Wilson Committee that the adjudicating functions of the county agricultural executive committees should be wholly delegated to special panels; and whether, in view of the recommendations of the Franks Committee, he now proposes to do so forthwith, pending further action upon its Report.

When, in reply to the hon. Gentleman's Question on 2nd August, 1956, I announced my decisions on the Wilson Committee's recommendations, I said I was not convinced, by the considerations with which that Committee was concerned, that it was necessary so substantially to change the committee arrangements made under the Agriculture Act, 1947. However, as I then explained, the decisions I then took in no way prejudiced consideration of the recommendations of the Franks Committee. To these I am now giving careful consideration.
