asked the Minister of Transport and Civil Aviation, when considering schemes for the improvement of A6 and A7 roads in Cumberland, if he will take into account the proposal to provide a relief road through Carlisle to avoid congestion and delay to traffic in the city; and if he will make a statement.

I am always willing to consider proposals submitted by highway authorities. This scheme, however, has not been included in the programme recently submitted by the Carlisle County Borough Council.
