asked the Minister of Education why she has advised local education authorities to impose fees for day continuation classes.

I have recommended that fees should be charged for part-time courses of further education because part-time students are usually in employment and should therefore be able to afford a modest fee. I have made this recommendation only to those local education authorities who charge no fee of any kind to students under the age of 18.
