asked the Secretary of State for Scotland if, under the proposed Bill on rent and repairs, he intends that tenants shall be obliged to pay the extra 40 per cent. on rent, whilst awaiting delivery of the certificate from the sanitary authority regarding the condition of their dwelling houses.

asked the Secretary of State for Scotland if, under the proposals of the forthcoming Housing (Repairs and Rents) (Scotland) Bill, tenants who are not in possession of a repairs certificate due to delay or inattention on the part of a sanitary inspector will be called upon to pay the proposed 40 per cent. increase in rent.

The Bill provides that no increase of rent will be payable until four weeks after the date of service of the notice of increase on the tenant. I hope that it will normally be possible for the local authority to decide within that period whether a certificate of disrepair or unfitness should be granted, but I shall be glad to consider the position in Committee.
