asked the Secretary of State for the Colonies in what way the staff of the High Commissioner for Malaya is now organised to deal with the campaign of violence of the Malayan Communists.

On the operational side the High Commissioner has the help of a staff drawn from the Services, the police and the civil administration under a principal staff officer, Major-General W. P. Oliver. But the emergency is not solely an operational problem. It affects the whole life of the country and under the Deputy High Commissioner each Government Department is responsible for emergency subjects falling within its own sphere.
