asked the Secretary of State for Scotland if he is aware that there were 1,054 painters unemployed in Scotland as at 14th January; and whether he will now cancel that part of his Circular 231 to education authorities asking them to reduce their expenditure on painting work.

I am aware of the position. In view of the need for economy in public expenditure I cannot withdraw the suggestion in the circular, but I have already taken action, after consultation with the Minister of Works and the Minister of Labour, with a view to minimising this seasonal unemployment as far as possible.
