79. Mr. Russell

asked the Minister of Food if he will make a Regulation forbidding the slaughter of horses for sale for human consumption in any place other than a public abattoir or licensed private slaughterhouse, except in cases of accident, illness or other emergency as recommended by the Departmental Committee on Export and Slaughter of Horses.

It is an offence under the Food and Drugs Act to slaughter horses as a business except in licensed premises. I am considering the extension of the provisions of the Public Health (Meat) Regulations so as to require notice to be given to the local authority when horses are to be slaughtered for human consumption.
