asked the Minister of Transport if he is aware of the high percentage of drivers of motor vehicles who fail to dip powerful headlights; and if he will consider making regulations to compel drivers to dip their lights, under certain circumstances, with a view to reducing the number of road accidents.

Evidence available from a survey of night driving does not support the view that a high proportion of drivers fail to dip their headlights, but I will bear this suggestion in mind when I receive the final report of the Road Research Laboratory of the Department of Scientific and Industrial Research upon their investigation of the dazzle problem.
