Mr. Skinnard

asked the Secretary of State for the Colonies what part the Northern Rhodesian Government will play in the proposed new development commission to operate in Southern. Rhodesia; and whether he will give an assurance that the Northern Rhodesian Government will not participate in any scheme in which Africans are in practice debarred from employment as skilled workers.

The development commission mentioned is entirely Southern Rhodesian; the second part of the question does not therefore arise. Northern Rhodesia has its own development authority and, as I stated in answer to the hon. Member for Banbury (Mr. Dodds-Parker) on 13th November, co-ordination of development in the two territories will be effected through the medium of the Central African Council.
