§ Mr. Skinnardasked the Secretary of State for the Colonies what part the Northern Rhodesian Government will play in the proposed new development commission to operate in Southern. Rhodesia; and whether he will give an assurance that the Northern Rhodesian Government will not participate in any scheme in which Africans are in practice debarred from employment as skilled workers.
§ Mr. Rees-WilliamsThe development commission mentioned is entirely Southern Rhodesian; the second part of the question does not therefore arise. Northern Rhodesia has its own development authority and, as I stated in answer to the hon. Member for Banbury (Mr. Dodds-Parker) on 13th November, co-ordination of development in the two territories will be effected through the medium of the Central African Council.
