Mr. De la Bèreasked the Minister of Fuel and Power the functions of the Combined Coal Board in the U.S.A.; who are the members of such a board in addition to Britain and the U.S.A.; and how far are such functions related to the activities of the European Coal Organisation.
§ Mr. ShinwellI assume the hon. Member has in mind the Washington Coal Committee. This Committee, in cooperation with the London Coal Committee, is concerned with the allocation of coal from the U.S.A. and Canada to overseas destinations not normally supplied by this country or the U.S.A., i.e., to consumption points in South America, Africa, the Middle and Far East, and certain countries in Europe which remain outside the ambit of the European Coal Organisation. In addition, to the United Kingdom and the United States, Canada is a member of the Committee. The Washington Coal Committee, in allocating the total U.S. exports makes provision for the detailed allocations for European Countries recommended by the European Coal Organisation, as approved by the U.S Government.
