asked the Minister of Works what was the value of building labour expended upon shops and multiple stores in the Penrhyn and Falmouth division; upon what basis permits are issued as between dwelling-houses and business premises; and what authority has the primary responsibility for decisions reached.

The value of licences issued by my Department in 1946 for building work to shops and stores in the Penrhyn and Falmouth area was £10,742. The proportions of the labour force in that area allocated to housing and non-housing work, including business premises, are 60 per cent. and 40 per cent. respectively. Licences for non-housing work are issued by my Department where the cost exceeds £100 and by the local authority where the cost is below that amount.
