asked the Minister of Transport if he has considered the activities of the owners of small badly-conditioned ships who take citizens of the United Kingdom to South Africa, listing them as members of the crew, while charging them large sums of money for their passage; and, in particular, of the activities of Mr. E. P. Bodley and the "Tornado II," which is engaged in this traffic; and if he will take steps to prevent this exploitation of British subjects.

Yes. The "Tornado II" cleared from this country as a pleasure yacht last February, and it was not discovered until later that some members of the crew had, in fact, paid for their passage. Special arrangements have been made to prevent such occurrences in the future.
