asked the Minister of Supply whether he is aware that Government surplus engineering tools and equipment are being disposed of by the Supply and Service Departments other than through the usual trade channels; and why this departure has been made from the principles of the White Paper Cmd. 6539.

It is still the policy in the normal course to offer surplus engineering tools and equipment to traders or manufacturers who ordinarily handle or use them. In the case of small quantities, as a matter of convenience, authority is given to Service Departments and other authorities holding Government surplus stores to sell at their discretion. When, however, it is essential to the quick clearance of depots where large accumulations of surpluses are lying, arrangements are made to hold auction sales, which may include a certain amount of engineering equipment.
