asked the Minister of Supply if he is aware that the transference of persons from outside the development area to the Royal Ordnance Factory, Glascoed, is causing down-grading and displacement of established employees of the factory residing within the development area and further difficulties in the housing problem existing in the area; and, in view of the concern over these matters, what steps he is proposing to take.

In order to fulfil our obligations under the Reinstatement in Civil Employment Act, and to meet the conditions agreed with the Non-Industrial Whitley Council, governing the transfer of long-service employees from a factory which is closing to a continuing factory, we have had to down-grade or discharge certain unestablished employees of this Royal Ordnance Factory. I can, however, assure my hon. Friend that a care- ful inquiry is made into each case where it is considered necessary to displace labour in order to fulfil these obligations and conditions.
