asked the Minister of Town and Country Planning if he has taken steps to preserve the rights of holding fairs in towns which are to be re-planned; and if he will arrange for such rights in entirely new towns.

Mr. Silkin:

Whether, and to what extent, planning requirements will affect existing rights of fairs is a question partly of law and partly of administration, according to the nature of the right and to the particular circumstances of the case. Rights of fair arise by charter, prescription, or Act of Parliament and cannot, I am advised, be created by the exercise of powers under the Planning Acts. I am not at present satisfied that any amendment of the law in this respect is necessary, but if the particular difficulties which are apprehended are brought to my notice, I will consider the matter further.
