asked the President of the Board of Trade why his Department granted a permit to Newcastle Co-operative Society to open up at Joel's Galleries after the local Board of Trade Business Licensing Committee had refused permission and in view of the fact that other businesses are refused leave to expand.

It is the practice to grant licences under the Location of Retail Businesses Order when the goodwill of a business changes hands. The Newcastle Co-operative Society purchased the premises known as Joel's Galleries intending to use them for the sale of furniture. Since the premises were then being used by the vendor for the sale of furniture, I decided that it would be inequitable to withhold from the society a licence under the Order to sell furniture at those premises.
